Transnational Cooperation Operational Programme "Atlantic Area 2007-2013" approved by the European Commission
The European Commission approved officially, on the 20th September, the Transnational Cooperation Operational Programme "Atlantic Area 2007-2013", which total budget is about EUR 159 million and the Community assistance through the ERDF around EUR 104 million.
This programme involves Community support for 33 NUTS II coastal areas in Ireland, Spain, France, Portugal and the United Kingdom, from the straight of Gibraltar to the North of Scotland, within the framework of the European territorial cooperation objective. The programme affects a population of about 58 million people living in an eligible area of 594.000 Km².
The main goal of this programme is to contribute, within the priorities set by the new European territorial cooperation objective, to the territorial cohesion of the Atlantic Area through the reinforcement of the cooperation between the participating Member States, in order to create concrete progress in terms of cohesive development of the knowledge economy, enhancement of the Atlantic maritime heritage and valorisation of its maritime resources, emergence of new economic activity clusters, promotion of accessibility and logistic conditions and balanced and sustainable polycentric development. The final goal is to consolidate the existing cooperation structures and to achieve tangible operational results.
This means a substantial change in the overall programme objectives form the previous programmes, in which many projects were limited to studies or exchanges of information. In the new programme concrete achievements are indispensable to guarantee the visibility of cooperation.
The trend established through the successive programmes leads to a new type of transnational cooperation in the present period focused on:
- long term strategic approach,
- exchange of experience within a wider programme audience,
- transfer of know how and cross fertilisation between projects that address similar issues,
- pooling of a critical mass of means, and
- tackling real transnational issues of interest for the area.
The good results achieved by the previous programmes regarding the establishment of effective cooperation between the partners of the participating countries, shall continue with a further intensification of the cooperation and the concentration on a few, selected, thematic priorities.
